Annie writes again from Fair Lawn, New Jersey: "Can I cover the entire joist system with plastic so that no cold air is sucked up into the room? I believe it is the air coming thru the vents causing the cold."

Answer: Placing plastic directly beneath the framing may cause moisture to become trapped in the insulation. The only additional recommendation I have is to caulk around any penetrations in the floor to reduce air infiltration.
